six copies of the new leave and passage rules as they have been promulgated in the revised edition of the General Orders of this Government recently issued.

2. It will be observed that in the case of European officers leave has been made exclusive of voyages in conformity with the Unification Scheme and

in view of the additional difficulty which would arise over the apportionment of the voyage allowance if officers were to be allowed to make use of leave accumulated under the old inclusive system, it was considered advisable to abandon that proposal and revert to the original scheme for the introduction of the new system, namely, to apply it retrospectively from the date of the officer's last return from home leave or if he was on home leave at the date of introduction, from the date of his return to duty. It is regretted that these difficulties had not been fully appreciated before Sir William Peel left the Colony and that consequently it was necessary to trouble you with my telegram of the 30th May.
